Look, this is a big deal. DC offers free PK and surrounding counties do not-- that is HUGE incentive to cheat. One of the people profiled in that daily caller is a friend of mine. She (a PG county resident) said honestly that's what everyone she knows in her circle does and they don't (or didn't) consider it to be a big deal. Generations of her family lived or still live in DC and using their addresses is just very common, she told me.

Okay, can agree with the utility bill and even other requirements. You are not getting an address on a pay stub from a federal government worker and many private companies. Not if you're renting. Does a cable bill count? Renters insurance?

A cable bill counts. So does a lease- along with proof of rent payments-- and a driver's license. You need to show two of those.

You only need to show one of:
tax payment
pay stub
military housing order
financial assistance paperwork
court order showing kid is a ward of DC.

The pay stub should be in the "2" category.

You can't use a phone bill, correct. It does specify that.

But so what- the kid leaves the school and the school doesn't get that kid's $10K for the year, or whatever. It's not punishing the school. The real issue is that the administration who are the gate keepers of this paperwork need to be held accountable. If blatant fraud is occurring, then their should be consequences for the administration who is letting it happen.

+1. That is one way to incentivize schools investigating fraud and not turning the other way to it.

Some utilities are paid for by landlord. I say pull DC tax records. The DOE has live records of everyone paying DC taxes. For unemployment, then you can use alternative methods
