How does the principal plan to meet this goal? By raising test scores so that kids qualify to apply to SWW? Because other than raising test scores, I don't know how he can commit to getting 30% of the kids into SWW. Also, where are these goals stated? If he just made some inspirational speech at a back-to-school night event, I wouldn't put too much stock into it.
