Ummm... no it's not. Parts of the admin are using a new definition of sex to make this point, but pointedly deny this definition can be used for Title IX. The courts will ultimately decide the definition of sex, and it will have to be consistent for Title I and IX, probably no one will be happy. If gender is fluid and not biological, then woman's sports are in for a major change.
