Perhaps, but the reason for denial is that Canada wants to make certain that you can return to the USA and not become "their problem".
Prior to 9/11 no proof of citizenship was needed to travel freely between our two countries. Obviously that event changed everything.
The bigger question is why people, not just this OP, wait so long to get a passport.
