It is really tough to see something bad happen to a child and not report it because of fear of personal safety.

Not true. To what jurisdiction are you referring? Where we live, CPS is mandated by law to go out and investigate, which involves ALL members of the household AND the school.
DC - I have made plenty of reports that weren't opened.
Okay. This is not DC I am referring to, but abutting municipalities.
