OP, where are you? In DC proper, this is no more illegal tha drinking a beer on the porch.

PSA: discreet/discreetly. Discrete means something else.

And do not call the cops. Talk to the parents.

Our neighborhood teens were smoking in public and we told them if they can't do it privately we would call the police.

I did the same thing with the kids that were smoking in the alley behind our house and the drug dealer who travelled by skateboard to cars waiting to make a deal. If a middle aged mother like me knew what he was doing, so did the neighborhood busybodies. If they couldn't do it more discretely, they'd likely be talking to the cops.

Talk to the parents. It takes a village to raise a kid. It is possible the parents don't know.

+1. this is what i would do.

+2 I would not call the cops. I don't believe in saddling juveniles with criminal records for non-violent offenses. It can set them up for a lifetime of failure.

I think you should tell the parents. I would want to know if that was my kid.

I'm sorry- all of you who say MYOB, the OP likely has young children and they see and smell this as well. I would not like my kids to see a neighbor hanging out getting high.
I agree, you don't need to call the police (yet), but I would let the parents know. They should know what goes on, it is their house. Maybe they are o.k. with it, but most are not. I would want to know if my son was smoking pot on my front porch.

Kids need to learn to be discrete.

Our neighborhood teens were smoking in public and we told them if they can't do it privately we would call the police.

I would mention it to the parents, in an unassuming manner.
