I find seafood here oddly bad considering how close we are to the bay. For really high quality seafood the first stop should be Rhode Island, and then keep going north and east.
That said, Cantlers in Annapolis is a close as you can get to real fresh seafood shack style here. For some reason I don't think of NOVA as having decent seafood - maybe it is just too far south on the bay? VA Beach is good, but Alexandria/Arlington seem to be a seafood wasteland.
