My neighbor has 3 maybe more dogs inside and they let them out to poop. Their yard BUT they never pick it up. The thing I hate are wasps and flies. I silently hope those nasty bugs get in their house because their dog poop is food for that.

OP, if your concern is that a neighbor is allowing vast piles of dog poop to build up in the yard next to yours, causing a stink, attracting flies and rats and so on, it would be perfectly reasonable for you to politely mention this to said neighbor and ask neighbor to clean up the poop every few days. If the neighbor gives you the finger, call the city code inspection people and complain.

But if the poor dog just sometimes poops in their yard and there is no obvious health or odor issue, then what is the problem? (And unless you monitor your neighbor's yard 24/7, how would you know how often they clean up the poop?)

What a weird question. Of course our dog poops in the yard. that's why we have a fenced in yard: so our dog can relieve herself there between walks, if she feels so inclined. She is a smallish dog and is trained to poop in a particular area, and every few days we go out and scoop the poop. She goes on walks too, and spends the day at doggie daycare, and sometimes she poops while on walks or at daycare, too! It's kind of up to her.... While she is trained not to poop indoors, she determines her own poop schedule when she's outdoors. She's a dog.

My neighbors without dogs are the ones with rats (rats are afraid of dogs). I don't think it is the dogs you need to worry about.

Dogs generally defecate in the same area habitually. If someone has a large yard, I would not expect their dog to be taken on regular walks. I would feel differently if they have a small yard, or the dog is never outside. Most dogs prefer to be outside (to chase squirrels, etc.). Most owners pick up their yard regularly. Some neighbors want to create something to complain about. Don't be that neighbor, OP.

Some people walk their dogs, others just let them roam a fenced yard. It can go either way. I have a little dog that I walk but she also goes in the yard, especially when the weather is bad. Since it was nice today, I actually went and scooped about 15 little piles out of the yard. Some may not bother to scoop the yard. It's owner's choice.
