OP here. I live in a high income neighborhood, so it's not a resources thing. But it is about 85% Asian and South Asian immigrants (the parents), so now I think it's more a cultural thing (several don't use car seats for kids, and I see four year olds are riding up in the front seats of the cars, etc.).
Ah, do you have a neighbor that left their 6 year old kid at the YMCA pool alone? What is this front seat thing, is it b/c the parents don't want to be seen as 'servants' to their kids or something?
