You want to transport assembled chili dogs? Why not just let the kids who want the chili add it to their hot dogs there? You can have them in buns and wrapped in foil, so the kids would only have to add chili or whatever toppings they want.

If they are old enough to eat and actually enjoy this they are old enough to assemble their own hot dog. It is going to be a mess no matter what you do.

I would wrap up the hot dogs and toppings and rolls separately and let the kids choose how to assemble them. Hot dogs could be in a crock pot like someone suggested.
