Not true. The FA is allocated when offer letters are made, but if someone offered an FA package turns down the admission offer , that admit/ FA package is then offered to someone else with similar need.
Its kind of like athletic scholarships in the NCAA

The WL, if it moves, will typically do so after contracts are due and they can assess how many spaces there may be--if any. The admissions team is great, they understand how hard this process can be.
