Until age two, about a half size (1/6 inch) every 2-4 months. Slows down gradually and moves into more "spurts" of growth. By age 5, it's (in the very general sense) about a half size every 6 months.

What about those things you can stick on the heel of the shoes to avoid them slipping off? May push her foot up a bit so they fit better

Go to Nordstrom's, get her feet measured, and buy a pair there. Or Striderite. For pictures only, I buy dress shoes at Payless. But where she has to walk, in a wedding, she absolutely has to be able to walk in them. Return the Zappo's ones.

Why can't you take your Dd to a shoe store and find shoes there? The time you've spent ordering and reunion g them you might as well have gone into Payless and had her try the shoes.
