I was going to post that Nora's so perfect, I think you should just use that, but I suppose having a big sister with the name is a good reason not to use it again.

I like Nora with another sweet, slightly old fashioned, classic name. I don't like the rhymey quality of 2 2 syllable names with A, so I'll suggest a bunch of one syllable names:

Tess
Claire
Rose
Maeve
Jane

or 2 Syllable names with another ending

Mary
Sadie
Elise

Or a 3 syllable name that still seems shorter

Julia
Lydia
Violet

I have a Cecilia, and think it's a great option

Other names we liked: Claire, Rose (or Rosalind, or Rosemary) and Daphne. Ok, Daphne was just me but it's really an awesome name that more people should consider.

One of my closest friends is named Cecilia. She has 2 younger sisters- Nora and Dorothy (Dot). Consequently Cecilia and Nora seem like a good pairing to me.

I also love Sabrina, Clara and Tessa.

Nora is frequently an Irish name. It comes from Honor and Honora, which were very popular in Ireland in the late 19th and early 20th centuries. What about other Irish names from that time? Anne, Annie, Mary, Marie, Bridget or Brigid: these would all sound really nice with Nora.
