What does your municipal ordinance or HOA say about leaving cars parked for long stretches of time?
We're in a cul-de-sac, so I have more street frontage than they do. Plus, they have something like 6 cars (there are a lot of people living in their house). I'm not sure what the ordinance is.
Are they running a boarding house? There are limits as to how many people can live in a house. I'd start there as a point of negotiation with the main owner/renter that you're speaking with.

No, it's nothing like that. The owner's nephew and his family rent his basement, plus his parents live with him. A lot of relatives visit and come and go. I don't mind them parking there. They keep to themselves, I just really don't want them to leave this car in front of my house for months.
