There's no reason for a child to be embarrassed about a bra if the parent has been talking to the child.
I'm of the camp that you get what you need. If you want something, but don't need it, you find a way to get it for yourself. An 8 year old who isn't starting to bud and who already has over-the-head bras (ie. one of several options which I would purchase for a girl starting to bud) doesn't need more bras, even if they are a different style.
