I'm sorry OP but your husband sounds rather selfish. Does he have any idea what IVF entails? Money aside, it's serious meds and procedures for you. I can't believe he's okay with spending thousands of dollars and having you go through such hormonal crap for something that might be accomplished naturally. If he is this selfish in other areas too I would seriously reconsider having children. I know that sounds extreme but if he is this unwilling to put in the effort to conceive the kids, what kind of effort will he put in once they're here?

On a more practical note, if he's willing to jerk off but not have sex with you, how about trying the turkey baster method at opportune times?

One would think but he seems to be okay with me moving onto fertility treatments. The doctor seemed to agree that after a few years we should be pregnant even if timing isn't so. I tried explaining we really only have sex once a week but the doctor seemed to think we still should have gotten pregnant by now. Guess if I want kids it will be torture I mean infertility treatments for me!

Unfortunately, even if you did ovulate cd 20, odds are not in your favor if you waited until then to have sex. It's definitely possible, but not as likely to conceive the same day the egg is actually released.

what does temping have to do with your husband? I use the Terumo thermometer-- you can turn off all beeps, and it has a backlight and will record the temp if it falls within 2 hours (either side) of your configured "alarm" time.

Maybe cd 17 or 19. If temping is out I would try the Clearblue smiley OPKs. You use it once a day first thing in the morning. If that doesn't work, try the fertility monitor or similar. Or sec every other day from day. It sucks but it is what it is.
