That's not screaming HRCS. But I take your point that there's externalities that change the lanscape in a given year so past performance isn't necessarily indicative of future performance.
CMI was going to be a special needs school, and see how that worked out? When it's admission by lottery, anything can happen.
I just googled breakthrough and had to get to the 7th article to see what you (selectively) quoted. I didn't see that in the charter application. Shouldn't all charter schools in DC strive to provide high quality education for at-risk children?
