I went to school in another country, and a lot of the problems I see here regarding schedules, did not exist there.
First of all, kids stayed in their assigned classroom for all periods (except recess, PE, specials like Art and Music), and they had the same schedule. Teachers went to different classrooms at the end of periods, instead of students rushing off to different classrooms after every period.
Secondly, only kids who were buying lunch went to the cafeteria. Rest ate their lunch at their desks or out in the play ground. There was no ridiculous schedule of starting lunch at 10 am, for a full day of school.
I think the problem with the in class lunch is then teacher's don't get any break. Yes, they could eat lunch at their desks while they watched the kids, but I don't think that's fair. It would be expensive to hire someone to watch each classroom during lunch.
