I'm also a DC resident who has considered this move. We are at a DCPS language immersion school, but may stay due to the lottery aspects of getting into RCF; which is the only one I'd consider.

There are generally 1-3 spots per year from 2nd to 5th at RCF. You must pass a test which includes written and oral fluency.
Some kids have not passed the test who had great spoken skills but no no written ones.
The latter is the reason some students who are fluent in the target language want to be in an immersion program. Additionally learning math, science, history in a target language helps you if you want to be in a IB program in High School
