If my sister was doing this, there is no way I would be sitting at home asking strangers on the internet what to do. Go over there and deal with it. If your sister wants her out of the house, she should be happy for someone to take your mom. A plane ticket is also cheaper than lawyers.

Also, you can't be "committed" to a hospital unless you are under a "hold", think dangerous psychiatric patient, and only until they are finding you a bed in a psychiatric hospital where there are professionals who will immediately know if someone is drugged and help them detox.

An elderly woman who is demented will be seen by social services for placement in an appropriate facility, such as a nursing home.

If this situation is real, and you truly feel as if your mother is in danger, you need to get to her ASAP.
Make an unannounced visit, and be prepared to take law enforcement if necessary.

What do you mean by "committed to a hospital?" If she does end up at a hospital, you would simply call the social services at the hospital (or similar service) and explain the situation.

They would be able to tell by blood panels and other indicators what is going on, ie, if your mother was taking medications not prescribed for her or in excess of the prescription.

I assume you know the general location, you would call the hospitals and find out which one she is at.

So are you implying that your sister wants to keep your mom's property, but get Mom out of her hair? And she doesn't want to hand Mom over to anyone else in the family, because everyone's going to make Sister move out of Mom's house or hand over Mom's money or belongings?

Get a lawyer. And go see Mom.

It seems to me that she is hoping a poster will take care of the problem for her.
She needs to get to her mom now and assess the situation in person.

Why don't you fly out there to see what's going on? If your sister wants your mom out of her house then that's her choice. You can always move your mom in with you if you don't want her in a facility. It sounds like your sister might be overwhelmed. If she really is some kind of horrid drunk, why would letting your mom live with her be a choice in the first place?
