see how that cop was nice and friendly to the white kids that gave him is flashlight back but the black kids he instinctively attacked and berated. This type of behavior is not usually tolerated so he must have felt very comfortable acting like this.

All white rich neighborhood, some black kids were invited to the pool party, many jumped the fence, refused to leave and a fight broke out. White parents get angry and call the cops probably saying "Many black kids jumping over the fence not leaving and fighting". That's why they were targeting the black kids.
"Officers were called to the a local community pool around 7:15 p.m. local time to respond to a “disturbance involving multiple juveniles at the location, who do not live in the area or have permission to be there, refusing to leave,” the McKinney Police Department said in a post on its Facebook page. Other calls also advised that the teens were “actively fighting,” police said.
While some of the black teens at Friday’s pool party had guest passes to swim in the facility, others reportedly climbed over the gate that encloses the pool, angering some its white patrons. Several adults told the black teens to go back to their “Section 8 [public] housing” developments, BuzzFeed reported. Teens who were there told BuzzFeed that the adults’ racists comments against the blacks were what caused the disturbance."

If you look at the video on the buzzfeed page that is more clear you can see she is refusing to allow the cop to cuff her. From my experience if you resist getting cuffed they take more force to subdue you.
Basically it looked like they tried to organize a large party at a gated community pool.
