It's my understanding that the school is still 80% OOB and although the neighborhood is full of young families, unlike Ross the boundary will never support having enough kids to fill up from IB.

No, but the school has seen a major change of staff and admin since SWW took over. There has been some negative feedback from high school families but it has been a win for the PK-8 school which is doing well.
