Do you review your kid's my lunch money account every day? I know I don't, so this could easily happen to me.
OP, I actually think it's pretty easy for a kid to consistently transpose digits in their number, or for a staff member supporting a kid with a disabilities to mix up numbers. Either way, the money should be refunded.
I also think your use of the word thug is pretty offensive here.
