I was referring to times the facilities are not being used. They were/are not being used everyday from 3-7pm. The point is, even when/if they are not using them, they don't allow the Charters to use them.
Charters could pay for a use agreement like everyone else does. Do you expect them to get the use of the building/insurance/maintenance for free?
Answer was still No. Our school had to pay DC Rec Center to use their facilities, or go out to MD private school.

To my knowledge, no one has figured out how to manage competitive balance when city-wide or charter schools are involved. DCIAA is bad enough with its liberal transfer rules; coaches poach good players and pretty much do the John Calipari every year.
Throw in charters and you either get massive residency fraud (Hello Friendship) or throw the idea of balance out of the window.
