I was referring to times the facilities are not being used. They were/are not being used everyday from 3-7pm. The point is, even when/if they are not using them, they don't allow the Charters to use them.
Charters could pay for a use agreement like everyone else does. Do you expect them to get the use of the building/insurance/maintenance for free?
