Yes. It is also worth noting that if this happens to you, the responsible thing to do would be to remove yourself from waitlists 2-4 so that the list is accurate. This is one reason why you should rank your schools based on your true preference.
I don't think under the new system you can remove yourself from the waitlist. You can decline a spot online though, if you are offered.
And sometimes people's preferences change. We got into our #7 choice off the waitlist but decided to go to our #10 school instead. It happens.
