At some point reading level stops being that important. Just reading good books for the fun of it is what matters. I am sure all of us have read books below our "level" that we enjoyed, right?

I agree with this, especially if one is a voracious reader. I also loved A Tree Grows in Brooklyn, and if she likes that she may also enjoy The Heart Is a Lonely Hunter and Cold Sassy Tree.

Connecticut Yankee in king Arthur's court or puddinhead Wilson are also good Twain books for that age.

Nope never heard of Harriet the Spy. I think she's read Tom Sawyer but that's it from Mark Twain.

Mark Twain (The Prince and the Pauper for instance) was another one I really enjoyed at that age.

Has she read anything by Diana Wynne Jones? The Chrestomanci books are a great place to start.

The Diane Duane So You Want to Be a Wizard series is also good.

At that age, I read Little Women and then read all of the Alcott books I could get my hands on. I also really like Caddie Woodlawn.

If she likes fantasy, my favorites at that age were Robin McKinley's "Beauty" and Patrica McKillip's "The Changeling Sea" and "Dragonsong" and "Dragonsinger"

I think the Percy Jackson series is good for girls and boys at this age. I read them with my kids and they have a number of strong female characters.
