It's very, very far from "completely kosher legally in DC" to walk around with a handgun.

We have had at least five robberies in the last few months -- all were just jewelry taken. Police think it may be a group of gypsies casing the neighborhood. That's more robberies than in the last three years prior combined.
Most happened in the daytime. Three of them involved unlocked doors. Two involved broken windows to gain entry.
I can assure you that this increase is statistically significant.
