Where, in NJ? I attended quite a few high end events when living in NY and don't ever remember women wirh bare legs in the winter. My husband went to boarding school and his friends are not slumming it in manhattan. Sure, maybe women don't wear tights to the golden globes, but I wouldn't try and pull off any of those dresses at something outside of Hollywood or a fashion industry event. For a normal cocktail event in Manhattan you wear tights or hoisery. Guarantee most fashionable women in NY know Wolford and very well.

It may depend somewhat on industry / circle, but to me as a longtime NYC publishing industry person, hose (even black ones) immediately date a woman as older or more out of it. You still see them in DC more but (at least in my circles) less so in NYC. it's too cold for bare legs I'd go with black tights.
