Then keep the girls active and busy and apart from each other a bit. Jill's parent should call his/her sibling, Jackie's parent, and explain "Jill doesn't feel that way about Jackie (anymore) I think the girls need some time apart from each other. Suggest you talk to Jackie about it."
Jill should look into making some additional friends. She doesn't have to "dump" Jackie, and of course she is a cousin so they will see each other at some family events, but it's perfectly OK for girls that age to have a few friends. Especially as you say there is a 2 year age difference between them. (10-12)
