An 8 year old boy might get away with khakis and a buttondown, but I don't think that is dressy enough for a girl.
You seem put off by my suggestions. She doesn't need to wear a dress or khakis and buttondown! Personally, I don't love a traditional suit for boy or girl so I suggested skinny black pants and JCrew as an example. Sorry if you took offense.

Is it a black tie event or a formal wedding?
If it is a black tie - an 8 year old boy would not get away with khakis and a buttondown. If it is a formal event - he should wear a jacket and tie.
