Nope, they are NOT supposed to put any returned food back on the shelf. I learned this the hard way when we returned multiple boxes of unopened bulk candy. I wish they would have told us that it would have to be thrown out - I would have held onto it. Nothing wrong with it, just didn't need as much as was purchased. Felt so bad that it got thrown in the trash right after we got the money back. I understand why this is done, especially for meat, but it for shrink-wrapped candy it felt so wasteful.
