when he is working late or not coming home, I leave almost all the lights on. it comforts me. either there's a reason or they just don't care and leave them on.

I can't figure out how to work them, so sometimes they're on all night, and other times they won't turn on at all. Maybe OP's neighbor can't figure out how to control their lights.
