The one with the straps stays up better -- in my experience. I've never met a strapless item of clothing that didn't require more or less constant tugging or rearranging. This is a practical consideration, not a "modesty" one.
Amen- the only item of strapless clothing I owned that I didn't have to at least adjust a little was my wedding dress with a full boning bodice inside! (I didn't even want strapless because I was afraid of the tugging but vnecks were worse on the booby factor, which is neither here nor there but sundresses don't have a built in structure). I have 2 dresses and 1 top that is strapless that work decently (haven't worn the top in 7 years actually except for PT massages on my injured shoulder!) but I am very mindful of how I move in them and I don't think most 12 year olds are.
I don't have a modesty issue with them though, personally.
