Why not talk to the owner if you've seen him twice? Why be so passive aggressive about it?

I take lessons 3x a week for an hour-2 hours. My dog absolutely LOVES going with me and begs. So I let him come and he sits in the car during my lesson. He obviously likes it or he wouldn't beg to come. It's also very cool where we park (I would never, ever endanger him).

A breed specific rescue group can't get the dog out of the car, but the police or animal control can.

I disagree - the dog's owner is 100% certifiably a huge asshole.
I would call animal control and also leave him a nasty note.

Knew of someone who kept a puppy in the bed of a truck in the underground parking garage of an apartment building. Not sure why though. Weird.

If you call animal control, and they impound the dog, they may well put the dog down. think about that before you meddle.

Better space and comfort wise, worse temperature and air wise. If it was a cool day and the windows were open a bit for air, then the car might be the better option but temperature change and it could heat up.

I think anyone who locks their dog in a crate all day is just about as bad but at least the setting is usually temperature controlled.

Some dogs like dog houses or crates or cars - they like smaller spaces but they should always have the option to leave that space to move around. So crates or dog houses should have an open door or be left open so the dog can exit at will.
