You do not need a rooster, hens lay eggs without a roster around. If you want the eggs fertilized to become baby chickens you need a rooster. Where I live you can have up to 5 hens for egg laying purposes, but no roosters
No, no rooster needed for eggs. If you are planning on getting one though they begin crowing well before dawn. Your neighbors may be tempted to disappear the rooster if they live within earshot!
