Uptown Cheapskate, on Rockville Pike. It's pretty new. The selections is HUGE an the store is really nice and extremely well organized. There's no weird thrift smell, either. The clothes definitely skew young (lots of styles you'd see at Forever 21 or Urban Outfitters) but I'm 35 and I have found tons of gems--just have to be willing to look. Prices are higher than Goodwill or Unique Thift, but still very affordable. Last time I went, I got a work-appropriate navy eyelet top (lined), a cotton skirt, and lined retro high-waisted shorts, all for $23.

Maybe you are thinking of Mustard Seed on Wisconsin.

No not Mustard Seed. I tried to like that store because they have beautiful window displays, but half of their clothes are new and the second hand stuff isn't chic. I looked it up and it's Women's Boutique Consignment. I've never bought anything there because they carry designer labels and that's not really my style but I was impressed by the store.
But I love Redz Trading. They have the cutest skirts.

For clothes I love the Salvation Army location in Manassas. I don't know about brand clothing as I dislike it LOL but I buy ALL my clothes there otherwise. They have an area where they put the 'name brands', but honestly the brand they put there don't seem like name brands to me. I've found brands I know are expensive between the regular clothes so...got to explore! Very well sorted, HUGE variety...just make sure the tags aren't stapled through the fabric and are on the tag of the piece you are buying or you end up with these stupid tiny holes. So annoying >.>
