I paid $40 to the people I got my cat from. She had been abandoned and was pregnant and literally starving. They used a humane trap to catch her ( shy and had been abused) and they took her to be spayed, had her teeth cleaned, vaccinated etc so in my case it was $40 well spent. I realize that's not always the case though.

If it is a rehoming fee from a rescue place then I assume the fee is for the actual rescue of the animal (gas and time to get the animal from the kill shelter in WV or wherever), vet fees, etc. If it is a person asking for a rehoming fee then I am guessing that is just the person selling their animal.

I paid a "re-homing fee" to the jerks who had one of my dogs first. They had spent $1200 on her at a pet store and then 2 weeks later decided she was too much work. I hated giving them any money, but I wanted to get her and give her a home.

Yeah, but that goes to the rescue. Totally fine. OP is talking about when owners, who are giving up their dogs, demand payment from the person who is volunteering to take them!
