I actually don't find shorts comfortable in hot weather, especially shorter shorts. I actually find that the area behind my knees sweats and gets sticky. Wearing cotton capris that come just below the knee is actually the most comfortable thing to wear.
Honestly, I think Indians have it figured out best -- cotton salwar kameez is actually the most comfortable and flattering thing to wear in hot, humid weather.
I take issue with the idea that exposing more skin makes you more comfortable in hot weather. I think it's actually the opposite. lightweight, breathable fabric is the key; not necessarily less clothing.

+1. I'm a size 12 and in my 40s. No one needs to see my thighs, but that doesn't mean I should be stuck in jeans all summer playing with my kids. Same thing with wearing a cute tee instead of tank tops, my upper arms aren't model material, either.
Sadly, not all of us are 5'8" and a size 6.

WHBM has lots of stylish cropped pants that don't bring to mind the traditional capris.
