They make brushes for this you can get a sephora. They're probably a little easier to use than the nail brushes. I still use it to keep my glow.

There are prescription acne medicines that are topical and don;t have the side effects of the pills.

Yes, it is often hormonal but exfoliating is often an important step is getting rid of the dead skin cells that clog the follicles. Clogged follicles will result in acne. Perhaps just get them to use a gentle exfoliant rather than a brush. A brush might be too harsh. If acne persists, go to a dermatologist.
