In 1994, after two weeks of ice and snow in the winter, they extended every school day by something like 40 minutes starting after spring break. Added about 6 minutes to each period, which had almost no effect on instruction but did keep them at the state-mandated hour minimum.

Incorrect. While it won't affect seniors who will have already graduated, it will affect all other high school students. Finals will be pushed back. AP Exam dates of course will not be affected.
