We had a slob neighbor, and our ratter dog habitually caught rats on their side of the fence. It was disgusting, but we took pictures anyway. I have seen non hunting dogs do this too, but via different approach. Approach is contingent upon breed.

OP, if it is a true rat issue (likely not since any dog or cat deters, or at least catches, vermin one way or another - PP needs to get their facts straight). You could take pictures and report them. If not, you are likely SOL.

If you simply do not like your neighbor because your DH thinks she's hot, and wishes you would be more like her, you are SOL.

I would be annoyed if I had to look at something like that as well, but I don't think the county can do anything about it. It is his property after all. Also, all that poop must be good to his soil, being a fertilizer and all.

You know, PP, if you can't get outside to clean up your dog's poo, there are companies that you can hire to do it for you.
