OP, your side, your rules. They can not cut on public land; or any land other than their very own, or you have tons of recourse. Have fun!

Your side = your responsibility. Period.

Neighbor has the right to cut anything over the fence/line at any time. If you don't want your bamboo (which is not a "shrub" by any stretch of the imagination, by the way) cut by them, cut it yourself.

Do they have to be screaming? Or just crazy trying to pretend they are not? Which is worse? I say the latter.

Did the neighbor come pounding on the door, screaming about the infernal bamboo and it's your fault and we're all going to be killed etc? Or did they come to the door, concerned about their power line, to consult with you about what should be done before doing anything that might step on your toes?

This is the best response yet. Sadly, in the 8 years that we have lived here its the first time we have ever seen this neighbor. When the neighbor knocked, I honestly thought it was a stranded commuter or something. Was totally thrown off.

OP, you don't HAVE to do anything, especially if the neighbor is rude or worse. She can get all the arborists in the world, but if you have favorable photos of the bamboo, the neighbor will have NO case.

ZERO. Take photos of everything. There is no statute of limitations on certain complaints. This may (very likely) be in your favor.

I am very busy and would not engage such nonsense. There are some people who don't know when to say when; I would hate for this bamboo to be about something else (which it likely is, anyone knows).

If you discuss too much with the neighbors re: their wishes, they will start-in on (develop) a joint landscaping plan. My though is -if there is anything that really bothers my neighbor so much, they can put up a fence.

Rule of thumb is easy. It's what the LAW says. Your neighbor can cut what hangs on her property. I would not go on her property or accept her nagging (if you don't want to) re: what overhangs on her property.

Now you know it is an issue, cut it and keep them happy.

One factor is your relationship with your neighbor. On one side of my house, we talk openly about such things. My trees were getting too tall and we wanted to cut them. Let the neighbor know in case branches fell on their side or if they wanted us to keep some of the growth for their shade. Also told them to feel free to cut anything that goes over the fence. We know the general rules - on your property, your problem - but we also talk with each other before we cut out of consideration.

The other side is a different story. They don't maintain so we had to offer to do the work (on their side) to cut invasive vines that were damaging the fence and killing my plants. They have a tree that has the potential to cause our property damage. Keeping an eye on it and will get an arborist and send a letter when it starts to die.

OP here. The bamboo on our side of the fence is maintained by us. Was here before us and is also in neighbors yard and other adjoining yards. Where it originated is anyone's guess. For those who are quick to call us lazy or crappy neighbors, we maintain our property and like the natural barricade it gives so we train it. For those who have no experience with bamboo then, when it's weighed down by ice, it leans. Everyone's is leaning, or was. Now that it's dry, it's perked back up. My question was about cutting on the neighbors side of the fence. Obviously, if we did so and then damaged the neighbors lines in the process that would suck. Therefore, I was asking about the general rule of thumb.
