In general, this accords with the relatively "cold" anglo-saxon temperament which forms the basis of the US culture (and that might change over the next 100 years...).
In individual cases where you can know what's going on in the classroom and feel comfortable, then I would be fine with cheek kisses between a teacher and young child.
But I'm French. We kiss all the time!
