It's a spray cleaner you can use on your powder brushes to get the surface crap off. Sephora's brand is good (see it here) and so is elf's (found here or at Target). I have used the regular shampoo on my brushes and it worked fine (probably because I use a moisturizing formula). Some people use baby shampoo or Dawn, but they were too drying and left my brushes feeling scratchy. Now I just use elf's Brush Shampoo. It's $3 bucks and gets all the gunk out. Sephora has a brush shampoo too; It's not bad either.
