Public school does not equal a public building, you just cannot go into it and use it because your tax dollars pay for it.
Liability issues people -- think about it.
So using this logic we should keep kids off of public playgrounds because the County could be liable for injuries? Makes no sense.

When the school isn't using the property, go right ahead and use it - when the school is in session (including before and after care, even if they're not on the equipment that very second) find one of the MANY public playgrounds in Silver Spring.
Aftercare programs are separate from the school. They contract with the school to use the facilities but there is no exclusivity rule.
OP here. The aftercare program does not even go outside until 1 hour after school ends. The after school activities use the soccer field. Our children want to play on the playground equipment which is separated from the soccer field. So far no one has said this happens at their school and that makes me think this is not common.
