If you want to consider AU Park then that might be ok. Still near red line (Tenleytown) but you take Nebraska to Arizona to Change Bridge to 123 and that takes you right to Tysons w/o getting on the beltway. Should take about 30 minutes in morning rush hour since it is reverse commute but it also depends on how far into Tysons you need to go. Afternoons will take longer to come home. But generally it would probably be easier to live in VA.

Given that one person works in VA, the other in DC near Metro, why should they live in MD?

You could also do something near Dunn Loring metro - it's an easy commute to Tysons up Gallows or Cedar, and he'd get a metro seat 99% of the time.
Ballston to Tysons commuter here, 20 minutes in the morning, not exactly crawling compared to a previous Rockville to Tysons commute (before HOT lanes)... In the evening it's typically 30-35 minutes, longer if there is something going on downtown.
