The authorities are the ones interested in pursuing charges. Otherwise, people would be dumping what they want when they want. Would you have a different attitude if there were toxic waste dumped on your property? Why do I think so?

News flash: it's not fine. Those cans are private property. If you wouldn't dump your dog poop on their front lawn, don't put it in their garbage can, either.
Re: private property comment - it depends where you live. The cans are owned and replaced by arlington county.
