I have seen it happening both ways. Hard to fill position has better chance of getting 1-2 step increases.

These were my thoughts however, if you work in a toxic environment then a lateral move if worth it totally.

I was offered a lateral (after I had applied naturally). I only applied because it was a job I have experience and credentials for vs my current position which hardly requires anything. I consider it an insult that they would not even offer a step increase considering my qualifications. Respectfully declined because it ultimatley would require more from me and only a fool would take the job without some incentive.
