311 is non-emergency in DC. It's the Mayor's Citywide Call Center. After hours, you have no choice but to call 911 even if it's not an emergency because they don't staff 311 overnight.
I'd call. I watch a lot of true crime shows, and there was one such show where someone "used to" live in this house and the person looking for them broke in looking for them. I'm not going to tell you the whole thing because it didn't happen here and it doesn't sound like you live in a run of the mill neighborhood, but gentrification is tough, and you never know if this guy just got out of jail and is looking for someone who lived there years ago.
I've lived in DC a long time. You have to overreact to get the police to do a mediocre job, so don't forget that. I had someone force their way into my condo building and push me out of the way, called 911, no response. Par for the course with these idiot cops, so don't be afraid to amp it up a bit.

we reported a guy in the park across the street once - called the non emergency number and reported. He spoke to my 3yo DS, not me, and made me oh so nervous. Just a gut feeling. And really, the cops probably just told him he could not be loitering there, doubt they thought it was a big deal. I'm in FFX county and they were super nice to me about it.

One word: cameras. Many of them.
My friend has a creepy neighbor who is obsessed with their comings and goings, among other intricacies. They posted cameras and have caught the neighbors actually being worse than my friends ever imagined! Lets just say that neighbor is in extremely deep trouble.
Cameras are one of their many sources of proof. Without them, my friend would be the one who looked like the "crazy neighbor". In addition, the (real) crazy neighbor is preoccupied with appearances, so my friend having proof (in addition to the cameras), is priceless!
GL OP. It is no fun having a neighborhood crazy.

We hadnt yet taken out the trash, so maybe he thought we werent home? Also there was construction outside making a bit of noise, so maybe he thought no one would hear breaking glass? We have very little valuables honestly, but don't want to deal with a robbery. The house does look big and expensive, but trust me when I say that other than an (older model) iPad, hes wasting his time. Also should note we just moved in. I'm going to ask my neighbors about this guy, but am wondering what else I should do? Do I call the police and tell them I suspect that someone is casing the house? Will they care? I live in DC for what it's worth.
I'm afraid to leave my house today!
