In Indian English (in India), it describes someone who is a homebody - you could be a beautiful, homely girl.
Yep....I've always understood it to be ugly...
But when I was in college, a friend of mine who was Indian--his parents were trying to arrange a marriage for his older brother. He showed me some advertisements in some Indian publication and I was surprised to see that a lot of them described young women as "homely." I asked my friend why they would advertise the fact that the girl was ugly, if they are trying to find her a husband, and he said that by "homely" they meant that she was good in the home--liked to cook, clean, take care of children, etc.
